A graduate of the Faculty of Law at Freie Universität Berlin, Tudor has built his professional career at the intersection of law, politics, and parliamentary affairs. His expertise encompasses the German political system, party competition, coalition formation, and economic and social policy. He is particularly interested in Germany's ongoing political and economic transformations, their implications for the European Union, and their consequences for Romania's foreign policy and strategic interests.

Alongside his parliamentary work, Tudor conducts applied research and public policy analysis. He contributed to the PEPPER V Report, developed through the Kelso Institute Europe network, by updating the Romanian country analysis on employee financial participation and profit-sharing arrangements. He regularly publishes commentary and analysis on German politics and international affairs in Romanian media, including Contributors and HotNews. He also contributed to a series of analyses on Romanian foreign policy developed by the Quartet Institute in partnership with Friedrich-Ebert-Stiftung Romania.

At the Quartet Institute, Tudor contributes to research and policy analysis on political, economic, and strategic developments in Germany and their implications for Romania and Europe. His work seeks to strengthen mutual understanding between Bucharest and Berlin and to identify opportunities for closer bilateral cooperation, particularly in European affairs, economic policy, and security.
