Making public procurement more transparent through civic monitoring and data analysis: lessons from iMonitor (in Romanian)

Drawing on the iMonitor programme, the brief shows how data analysis and civic monitoring can make public procurement more transparent: 26 selected contracts, freedom-of-information requests under Law 544/2001 and on-site checks. The main obstacles are unindexed PDFs and the confusing SEAP interface, and the brief makes eight recommendations, including a more user-friendly SEAP, open data and sanctions for refusing information.
